June 2, 2022 – Regular Council Meeting

The regular council meeting convened at 6:00 PM.
A report was given by the Sheriff’s Department.

Bills totaling $97,941.28 were approved.
Motion carried to pay invoice for S325 Bluff Street property demolition.
Motion carried to approve the return of Concerts in the Park.
Motion carried to approve the use of Erickson Park for National Night Out.
Motion carried to adopt Resolution 2022-03 requesting Category B funding for River Road rehabilitation.
Motion carried to adopt Resolution 2022-04 City of Stephenson 2022-2023 General Appropriations Act.
Motion carried to place an ad in the Menominee County 4-H plat book.
Motion carried to transfer lease of building on City owned property due to sale of building.
Motion carried to enter into agreement with KRM Technologies for computer maintenance.

May 5, 2022 – Regular Council Meeting

The Public Hearing for the budget for fiscal year 2022/2023 was held at 5:45 PM. There was no public participation.
The regular council meeting convened at 6:01 PM.
Nancy Tuinstra was present for public participation on behalf of the Menominee County Library to request street closure for two events being held in June. The Council approved the closures.
Mike Zemba was present for public participation on behalf of the Mid-County Antique Power club to confirm dates of lawnmower pulls to be held at Erickson Park.

A report was given regarding the Wastewater Treatment Plant.
Bills totaling $95,454.03 were approved.
Motion carried to purchase an Elgin Pelican street sweeper from MacQueen Equipment.

Motion carried to approve the Treasurer’s Report.
Motion carried to adopt the fiscal budget for 2022/2023.
Motion carried to set the millage rate at 11.5 mills for fiscal year 2022/2023 (no change).
Motion carried to opt out of PA 95.
Motion carried to award Peshtigo Asphalt the contract to patch South Drive and alley.
Motion carried to have Ed’s Concrete replace the sidewalk in front of the Post Office.
Motion carried to contribute funds toward the Daggett 4th of July Celebration.

April 21, 2022 – Special Council Meeting

The regular council meeting convened at 5:00 p.m.
Demolition of buildings located at S325 Bluff Street will proceed.
Motion to support the Menominee County Road Commission Resolution seeking ARPA funding died for lack of support.
Motion to approve parcel reconfiguration of 55-052-220-001-11 on Maple Street carried.
The meeting adjourned at 5:24 p.m.
The next regular City Council meeting will be held at 6:00 PM May 5, 2022 with the budget hearing at 5:45 PM.

April 7, 2022 – Regular Council Meeting

The regular council meeting convened at 6:00 p.m.
Pauline Leaveck was present for public participation on behalf of the Mid-County Events Group to discuss funding for advertising for the promotion of local area events. Heather and Dan Wesley were also present to discuss the return of Concerts in the Park.

A report was given regarding the Wastewater Treatment Plant.
Bills totaling $94,214.34 were approved.
Motion carried to award M&M Trucking Bluff Street Property demolition.
Motion carried to approve MDOT 2207B Performance Resolution for Government Agencies.
Committee reports were given for Fire, Streets, Parks, Utility, Finance, Insurance, and Technology.

The regular council meeting convened at 6:00 p.m.
Connie Westrich was present for public participation on behalf of the Lion’s Club to discuss planting a tree dedicated to Richard Lesperance. Mike Zemba was also present on behalf of the Mid-County Antique Power club to discuss lawn mower pulls at Erickson Park.

A report was given regarding the Wastewater Treatment Plant.

Ordinance Number 146: Compensation Committee Ordinance was adopted.

January 6, 2022 – Regular Council Meeting

The regular council meeting convened at 6:00 p.m.
There were no public comments.
A report was given by the Sheriff’s Department.
A report was given by the assessor. An alternate date for the March Board of Review will be set.
A report was given regarding the Wastewater Treatment Plant.
Bills totaling $140,674.36 were approved.
The Policy and Procedure Manual was accepted.
Ordinance No. 130: “Compensation Commission Ordinance” was rescinded. A Compensation Committee will be created.
The new City Charter books were printed by the Menominee County Journal.

The Erickson Park ice rink is now open.

December 2, 2021 – Regular Council Meeting

The regular council meeting convened at 6:00 p.m.
Public comments were received regarding the planting of a tree in honor of Richard Lesperance.
A report was given by the Sheriff’s Department.
A report was given by the assessor.
A written report was read regarding the Wastewater Treatment Plant.
Bills totaling $133,988.73 were approved.
The City’s offer to purchase a dilapidated building on Bluff Street was accepted by one owner. The City’s attorney is drafting necessary transfer documents. Further attempts to contact the second owner are being made.
The Law Enforcement Protection Agreement with the Menominee County Sheriff’s Department was approved.
The City voted to opt out of the Publicly Funded Health Insurance Contribution Act.
Perry Beaudoin and Tim Chaney were appointed to the Board of Review.

October 7, 2021 – Regular Council Meeting

The regular council meeting convened at 6:00 p.m.
There were no public comments.
A report was given by the Sheriff’s Department.
A report was given by the assessor.
A report was given regarding the Wastewater Treatment Plant.
Bills totaling $135,632.09 were approved.
The City’s USDA-Rural Development funding application was submitted to RD Apply and is pending review.
The Law Enforcement Protection Agreement from 10/1/21 through 12/31/21 was signed by the County.
Discussion regarding condemnation of dilapidated buildings was held.
The City will be the recipient of grant funds in 2024 from the Statewide Local Bridge Preventative Maintenance Project.
The City received its initial allocation of the FY 2021 ARPA Local Fiscal Recovery funds.
The Food Pantry was discussed.
Permits for the WWTP Headworks Improvement Project were filed with EGLE.
Paul Parmentier, Alvin Etelamaki and Brian White were appointed to the Zoning Board of Appeals for 3 year terms.
Stephenson PTO recommended trick or treat hours of 4 p.m.-6:30 p.m. on 10/31. Council approved.
The Methodist church will be sponsoring Coats in the Gazebo again.
The Red Cross will be holding a blood drive at the Stephenson Fire Hall on 10/13/2021 from 9 a.m. to 2:30 p.m and on 12/9/21 from 9 a.m. to 2 p.m.
Committee reports were given.
Bids were received for replacement of Weber Court fence and poles ranging from $26,392 to $130,398.66. Job awarded to Fortress Fence for $26,392.
The City will not accept post-dated checks.

September 2, 2021 – Regular Council Meeting

The regular council meeting convened at 6:00 p.m.
There were no public comments.
A report was given by the Sheriff’s Department.
A report was given by the assessor.
A point of order was made to object to the August 5, 2021 motion to permanently terminate garbage pickup discussion on the basis of free speech. That motion was rescinded and will be stricken from minutes.
A report was given regarding the Wastewater Treatment Plant. Bills totaling $140,269.17 were approved.
The City’s USDA-Rural Development funding application is still pending Rural Development review.
The Law Enforcement Protection Agreement from October 1, 2021 through December 31, 2021 was approved.
Discussion regarding condemnation of dilapidated buildings was held.
Complaints about aggressive dogs were received. Residents should call 911 if threatened, chased or attacked by such dogs and can submit photos of the dogs to the Sheriff’s Department. Deputy Ihander was given the name of several residents who have aggressive dogs.
Correspondence was received from CUPPAD regarding the Menominee County Hazard Mitigation Plan. A new plan is being worked on and CUPPAD requested a list of identifiable hazards and comments from local government.

Temporary closure of Railroad Street in front of the Wild Eagle for a street dance on September 18 from 5 p.m. to 10 p.m. was approved.
Quotes for property and liability insurance for one year were received from 2 companies. The low bid was accepted and awarded to Phillippo Insurance.
Upgrade of a City computer used by Treasurer to establish Outlook email was approved. Council consensus is there should be no personal email accounts on City computers.
